  Consultation Process – Main Milestones

The views and concerns of the stakeholders are important to TOTAL E&P UK and our aim is to be fair and open throughout the whole of the MCP-01 decommissioning process.

May 2006 – OSPAR Consultation on MCP-01 Concrete Substructure

The UK Department of Trade and Industry and the Norwegian Ministry of Petroleum and Energy notified in separate letters the OSPAR Secretariat that they are considering issuing a permit, under paragraph 3b of OSPAR Decision 98/3, allowing for the MCP-01 concrete substructure to be left in place at its present location.

For this consultation the document MCP-01 Concrete Substructure – An Assessment of Proposals for the Disposal of the Concrete Substructure of Disused MCP-01 Installation, dated 10 February 2006, has been submitted to the OSPAR Secretariat.

February 2006 – Third Draft of MCP-01 Decommissioning Programme

A Third Draft of the MCP-01 Decommissioning Programme was prepared after the statutory consultation on the Second Draft in 2005 with the inclusion of the stakeholders responses.

The Third Draft has been further updated in February 2006 to reflect present plans for offshore works and has been made available on this web site for the OSPAR consultation.

March 2005 – Statutory Consultation on MCP-01 Decommissioning programme

With the Public Notice in UK newspapers and journals the public was notified about the initiation of the Statutory Consultation of MCP-01 Decommissioning Programme on 9th March 2005 lasting to 25th April 2005.

May 2004 – Stakeholder round table discussion

In May 2004, an informal stakeholder round table discussion was held with some of the key stakeholder group representatives. The meeting had two primary objectives:

- To review decommissioning issues in the light of the knowledge gained since the Frigg stakeholder workshop in September 2000
- To gather from participants their reflections on decommissioning MCP-01 based on preliminary findings of studies commissioned by TOTAL E&P UK into the different aspects of decommissioning MCP-01

The meeting was chaired by independent facilitator, Andrew Acland (Dialogue by Design), with the aim of maintaining a fair and open process.

A record of the meeting will be included in the Decommissioning Programme during the public consultation.

January 2004 – Consultation of Scope of Work for the EIA

The MCP-01 decommissioning consultation process started with an invitation to comment on the Proposed Scope of Work for the Environmental Impact Assessment of MCP-01 (EIA) sent out in January 2004. Though not a requirement under UK law, this document is a good opportunity of engaging stakeholders and seeking views at the earliest opportunity. A Norwegian translation is also available.

A Public Announcement was also placed in a number of key UK and international publications to ensure that as wide an audience as possible was aware that MCP-01 is being considered for decommissioning. Those interested in participating in the consultation process were urged to contact TOTAL E&P UK to ensure they were included in the process.
